In an emergency, local governments provide the first level of government response. The Office of the Fire Commissioner assists local governments and communities in building their capacity to respond to emergencies through planning, training and exercises.

The OFC also provides support and advice to local officials during an emergency event. Depending on the magnitude of an event, other levels of government may be requested to assist. Provincial resources become involved at the point where local capacity is not sufficient to provide an adequate response. This response may include opening the Provincial Emergency Operations Centre to provide a central point for coordinating government response activities.
